Evaluation appeals to the scientific background


Of the many threads to follow in this topic, the one we think is most fascinating, and as far as we can tell also in need of a methodology, is evaluating partnerships, especially "partnerships for purpose".

There's a problem with clarity. For instance, "partners" come in many shapes and sizes - some are individuals, some are teams, some are corporations up to whole governments.Who (or what) exactly is having a partnership with who or what else? Can you really call a heads of agreement for instance a partnership when the heads only meet twice a year? Can an individual on the ground really be in partnership with a government department? The fact is, partnerships only happen through two or more individuals doing something measurable together.
